On September 20, 1993, the National AIDS Council submitted to the Prime Minister, the Minister for Social Affairs, the Minister of Interior, the Garde des Sceaux (Attorney General) and the Minister of Health, a Report followed by an Opinion on Drug Addiction and AIDS.
After its submission to the authorities, the report was made available to journalists.
The National AIDS Council requests that the authorities give priority to prevention and protection of public health rather than merely punishing drug use. The National AIDS Councils recommends a new support policy for drug users at national and local levels.
